Aquater White Papers

    Aquater Program Summary: In this paper, a program is described which addresses the five most important problems of our time, namely:

  1. The world is running out of oil and gas.
  2. The world is running out of fresh water.
  3. The world is running out of land to grow food on.
  4. Mankind is forcing a change in the world’s climate.
  5. The world is running out of jobs for the newest generation.

This program describes the following items which address these problems:

  • A technology (the SEMAN)
  • A place of operation for the technology (the world’s oceans)
  • A training and operation organization (the Aquater Alliance)
  • This program should be meshed into the economy in the proper geographic areas and with the proper timing, but these details cannot be established now, so the program is made independent of these factors. In this paper, the Aquater Alliance and the SEMAN are summarized and the program developing them is detailed..

  • Environmental Damage and Resource depletion: In order to achieve sustainable economic development in the LDCs (less developed countries), the research indicates a need to:
    1. Provide a new immigration area that removes the poorer part of the population from the stressed part of the land, so that it becomes available to improve the resource bank of the nations.
    2. Offer a training program to the poor that provides training that leads directly to
      a specific job.
    3. Provide work and working facilities that siphons unskilled labor out of the labor
      pool at a high rate (up to 1.5% of the population of LDCs per year) and offers them work in an area removed from their original land area, and more.
  • Automation, Employment and Wages: In order to overcome the problem of chronic unemployment, stagnating wages and displacement of laborers from higher paying manufacturing jobs into lower paying service or unskilled jobs, the research indicates a need for a new institution and support technology that can provide:
    1. An organization and funds for education, research and development in the new technology
    2. An interesting life and a relatively high standard of living
    3. A means of producing an environmentally acceptable substitute for petroleum and coal
    4. A means of producing food and scarce materials as current environmental land and mining deposit availability limits are reached
    5. A convenient means of travel and time for producing salable entertainment
    6. Ability to absorb 1% of the working population per decade.
  • Methods of Working Out National Conflicts: In order to overcome the problems encountered in solving the conflicts between nations, the research indicates a need to:
    • Develop a large group with political, but not military power-that is, it has:
      • Space and work for refugees, dissatisfied minorities and suppressed peoples, and is willing to welcome newcomers
      • Economic independence from other nations
      • The ability to provide a steady source of external economic pressure on the nations and generate popular support from within nations
      • A tightly knit cooperative organization
    • Develop a means of living and working for the group that allows for complete mobility, and so invulnerability—that is their homes are mobile, and their means of making a living moves with them.
  • Impact of Industrialization and Rapid Population Increase: In order to achieve sustainable programs of poverty reduction and economic development in the LDCs (Less Developed Countries), this research indicates a need to:
    • Provide a new immigration area that removes the poorer part of the population from the stressed part of the land, so that it becomes available to improve the resource bank of the nations.
    • Offer a training program to the poor that provides training that leads directly to
      a specific job, and the training goes to women alone as well as men, and more.
  • Aquater Alliance and SEMAN:
    • In three papers available on this site, three major problems associated with the rapid growth of population were discussed, namely:
      1. Environmental damage and resource depletion.
      2. Economic and social impact of industrialization and rapid population increase.
      3. Problems in working out conflicts between nations.

    In this paper, a potential solution to these problems is suggested. Specifically, requirements for a solution to these problems will be shown, and a potential solution proposed. The solution consists of an institution {The Aquater Alliance), and a technology (the SEMAN). It should be noted that the solution described here requires that the Alliance and the SEMAN enter into the world’s economy at the proper time (about year 2000) in order to have the best effect. The SEMAN prototype was not complete in time to operate by 2000, so this program was delayed, and the program described here has an incorrect timeline. An attempt was made to obtain funding from the government in order to maintain the correct entry time into the worlds economy, but the proposal was not granted. Thus the Aquater energy was not available in 2006 and 2007 to reduce the impact of the oil shortage and resulting gas price increase, and Aquater jobs were not available to reduce unemployment in 2008, 2009 and 2010. When this difficulty occurred, a new time independent program was worked out which was independent of the economy. This program is summarized under the “Aquater Program Summary” described in the site (see above). The details of the time dependent program will be given here.

  • Light Amphibian Airplane:
    In the paper available on this site (Aquater Alliance and the SEMAN) a boat, the SEMAN, is detailed that is capable of receiving immigrants from the crowded areas of the earth and providing food, shelter and work for them. The requirements for this SEMAN show the need for a light amphibian that could operate off the surface of the ocean and provide rapid transportation to the land for medical emergencies and to obtain critical repair parts. The details of this light amphibian and how it can be carried by the SEMAN will be given here.
